About the Position: Incumbent serves as Supervisory Clinical Nurse in one or more of multiple clinical areas: Surgical Screening Clinic, Operating Room, and, as required, Recovery Room.

Duties
Direct, coordinate, and oversee work of their respective units within the Operating Room (OR), plans work schedules and sequence of operations to ensure safe, quality, patient care.
Assigns staff to patient care duties based on patient condition/status, expertise, and scope of practice.
Provides employees direct administrative and technical guidance on work requirements and procedures.
Ensures subordinate staff is kept current on applicable changes.
Instructs subordinates in the use of simple and specialized equipment in the clinic as well as safety precautions in their use.
Establishes performance standards and prepares performance appraisals
As a clinical nurse, provides comprehensive nursing care to patients to include critically ill patients in outpatient and inpatient units.
Provides comprehensive nursing support to all patients in the Perioperative Center to include Phase I and Phase II.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- A pre-placement medical examination is required.
- This position may require a specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
- Applicants must be able to fulfill non-privileged professional credential requirements.
- This position may include shift work or rotating shifts (evenings, weekends, holidays).

Basic Requirement for Supervisory Nurse (Clinical/Perioperative):
Degree: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).
Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.
Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017, or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Professional Nursing Experience: One year of specialized experience within Federal Service equivalent to the GS-11 level which includes documented experience in: 1) providing education regarding pre and/or post operative care to patients and or families; 2) overseeing professional nursing staff; 3) providing perioperative nursing care to patients. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
