About the Position: This is a Direct Hire Solicitation. This position is located at Womack Army Medical Center at Fort Liberty, NC. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes.

Duties

Perform systematic physical examinations and interpret abnormal and normal findings to form a diagnosis regarding physical, emotional, or social disabilities. Obtain and record problem-oriented health histories. Order and interpret related laboratory and diagnostic tests. Serve as project lead or associate in the design, implementation, monitoring, and evaluation of obstetrics/gynecology healthcare. Participate in patient care rounds and conferences, presenting patient cases/topics and communicating patient management strategies to members of the patient care team. Serve as a consultant and role model to other health care professionals, colleagues, professional groups, and universities. Coordinate and/or conduct in-service education programs for health care professionals and serve as an advisor/member of committees, as assigned.

• This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
• A pre-placement medical examination is required.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
• Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
• This position may include shift work (evenings, weekends, holidays).
• This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
• This position may require rotating shifts (i.e. work schedule that requires employees to continuously rotate from one shift to another at predetermined intervals).
• This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
• This position may require the incumbent to work weekends and/or holidays.

Advanced Practice Nurse (Midwifery): Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree for Advanced Practice Registered Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: Applicants must have passed the National Council Licensure Examination and possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience GS-13: At least one full year of professional nursing experience equivalent to the next lower grade GS-12 including providing advanced practice nursing care to obstetric patients, ordering or interpreting lab results, diagnosing diseases, and prescribing medications. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
