This position is located in Office of the Nebraska State Director in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses. This is not a remote position. Employees are required to report for work in either the North Platte or Norfolk, Nebraska Area Office.

Duties

Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system. Checks for compliance of regulatory requirements, financial position, soundness of collateral, and repayment ability. Analyzes financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations and takes appropriate action for orderly processing of the loan and/or grant. Provides a wide variety of servicing actions for assigned less difficult loan cases. Analyzes annual financial statements and reports on closed loans.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For the GS-09 level: Applicants must possess one (1) year of specialized experience equivalent to a least the next lower grade level: Or its non-federal equivalent that demonstrates: experience assisting higher graded specialists with loan making, servicing and underwriting duties such as regularly examining loan applications, supporting documents and credit reports; processing loans up to the point of final approval by a specialist with loan approval authority, maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR Masters or equivalent graduate degree in a related field, OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience. For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to a least the next lower grade level: Or its non-federal equivalent that demonstrates: thorough knowledge and understanding of complex mortgage or business or commercial loan making/servicing and credit principles and practices in order to assess the fundamental soundness of business loans and loans to corporate and/or municipal entities and to independently examine applications and corporate financial documents, and maintain servicing activities on a variety of mortgage and business or commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants, determining eligibility for loans and repayment ability, reviewing and approving applications for businesses or commercial, and/or agricultural bank loans; servicing a loan portfolio of a bank and other loan association: performing financial analysis of commercial concerns for investment purposes; appraising real estate and business property to determine property valuation; or similar work; OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
