Serves as a lead Loan Specialist in the housing program of a USDA, Rural Development, Nebraska Area Office. This position may be eligible for hiring incentives. This position is NEITHER remote nor virtual. The employee will be expected to report in person to the assigned duty location.

Duties

Serves as the geographic subject matter expert specific to Single Family Housing Direct (SFHD) program delivery. Guides lower level loan specialists and technicians according to agency guidelines, policies, and provides oversight regarding application of program exceptions. As an operating loan specialist, implements the RD program(s) to provide direct single-family housing loans to individual applicants. Prepares as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility and either approves or submits to approving official. Participates in developing and implementing an outreach and marketing plan for Single Family Housing. Administers the Single Family Housing (SFH) repair loan and grant program for an assigned area. Executes repair loans and grants for single family dwellings

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.) Time In Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS11: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. OR Ph. D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Equivalent combination of education and experience are qualifying for this grade level. Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
