You will serve as a WATERFRONT OPERATIONS MANAGER located in the Contracting Department, Code 400 of NORFOLK NAVAL SHIPYARD.
Duties
You will serve as the department's representative for managing interfaces between the Contracting Department and all NNSY waterfront activities,
supervising critical contracting infrastructure resource.
You will provide supervision to GS-13's and numerous shipbuilding specialists.
You will mentor subordinate personnel in the adherence of established procedures and regulations and achieve management goals and objectives.
You will directly supervise the Program Managers, who lead the efforts of all Shipbuilding Specialists on major availabilities, both in yard and at distance from site.
You will manage plans and coordinate on-site reviews for the evaluation of personnel protection/prevention and safety programs
for compliance with appropriate procedures, contracts and specifications.
You will evaluate and provide guidance on contract oversight actions based on Shipyard oversight procedures.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Functional Level: Program Management (PM) DAWIA Career Tier: Advanced (applies only to BUS-FM and PM functional areas) Certification Requirement: Advanced - Incumbent has 48 months to earn this certification.
- Defense Acquisition University Contracting Officer's Representative (CLC 222 or equivalent) and NAVSEA COR certification is required.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Managing labor and non-labor resources concerning Navy Maintenance policies to ensure a state of ship material readiness which essential for maintaining the highest degree of operational readiness in accordance with policies and procedures, interface, communications, and operations of the Shipyard.
Demonstrating critical knowledge of shipboard processes to perform evaluations, surveillance, and monitor all repairs, overhauls, alterations and conversions of Aircraft Carriers, surface combatant vessels, and other vessels.
Evaluating and providing guidance on contract oversight actions based on Shipyard oversight procedures.
Applying the latest developments in contract management and oversight to ensure proper oversight of contractors.
Overseeing financial policies, procedures and regulations to determine the resources to devote to particular projects especially where budget, contracts, plans and schedules and/or resources constraints are involved.
Managing multiple programs demonstrating knowledge of the Shipyard organization, operations, communication channels, policies, practices, and functions of the various departments to sufficiently organize work performed by personnel and effectively administer program requirements.
Communicating effectively, both orally and in writing, with all levels of management, including external interested personnel.
