This position is in the Defense Commissary Agency (DeCA) Logistics Directorate. The purpose of the position is to serve as a Data Scientist, providing professional and scientific expertise in performance of work requiring knowledge and application of mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques.

Duties

Responsible for developing, creating, and maintaining data architecture for DeCA logistics systems and DeCA's supply chain. Aligns data architecture with logistics and organizational business requirements. Analyzes complex data elements and systems, data flows, dependencies, and relationships in order to contribute to conceptual physical and logical data models. Develops data set processes. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications

You must meet the Office of Personnel Management (OPM) basic requirement and qualifications for series 1560 and additional requirements by the announcement closing date. This position has a positive education requirement. You must submit transcripts. See Required Documents for more information. Basic Requirement: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. AND Qualifications: Your resume must clearly show that you have one (1) year of specialized experience) equivalent to at least GS-11. Experience can be under other Federal service pay systems, private sector, or military. Examples of specialized experience include: Conducts data analytics to assess logistics data requirements, establishes data architecture, identifies shortfalls and gaps, troubleshoots data issues, and recommends ways to mitigate risk. Develops long-range strategy and plans that support and improve an agencies supply chain. Communicates statistical modeling results as measures of the business's impact. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. Education

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.
