This position is in the Defense Commissary Agency (DeCA) Sales, Marketing and Logistics Group. The purpose of the position is to serve as a Data Scientist, providing professional and scientific expertise in performance of work requiring knowledge and application of mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques.
Duties
Develops and maintains data architecture to support retail operations, ensuring alignment with organizational goals and business requirements.
Designs and implements data models to support customer segmentation, demographic analysis, and behavioral insights.
Performs advanced data analysis on large and complex datasets to uncover trends, patterns, and actionable insights that inform business strategies.
Leverages statistical methods (e.g., regression, time series, A/B testing) to evaluate retail programs and optimize performance metrics.
Develops and tracks key performance indicators (KPIs) and success metrics, ensuring alignment with retail objectives and business priorities.
Collaborates with cross-functional teams (e.g., marketing, sales, product) to design and analyze experiments (such as A/B and multivariate tests) aimed at improving customer experience and operational efficiency.
Designs and conducts data-driven experiments to assess program effectiveness and inform decision-making on promotional strategies, product placements, and customer engagement.
Optimizes data pipelines and processes for extracting, transforming, and analyzing retail data to ensure timely and accurate reporting.
Communicates findings and insights clearly and effectively to stakeholders through visualizations, presentations, and reports, translating complex data into actionable business recommendations.
Stays current on industry trends and best practices in data science, statistical analysis, and retail analytics to continuously improve analytical techniques and methodologies.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Qualifications
You must meet the Office of Personnel Management (OPM) basic requirement and qualifications for series 1560 and additional requirements by the announcement closing date. This position has a positive education requirement. You must submit transcripts. See Required Documents for more information.
Basic Requirement: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. Or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

GS-7 Your resume must clearly show that you have one (1) year of specialized experience) equivalent to at least GS-05. Experience can be under other Federal service pay systems, private sector, or military. Has one year of graduate level education or superior academic achievement.
GS-9 Your resume must clearly show that you have one (1) year of specialized experience) equivalent to at least GS-07. Experience can be under other Federal service pay systems, private sector, or military. Examples of specialized experience include: Conducts data analytics to assess logistics data requirements and establishes data architecture, Provide data that support and improve an agencies supply chain; Communicates statistical modeling results.
OR
2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
GS-11 Your resume must clearly show that you have one (1) year of specialized experience) equivalent to at least GS-09. Experience can be under other Federal service pay systems, private sector, or military. Examples of specialized experience include: Conducts data analytics to assess logistics data requirements and establishes data architecture, Recommend changes that support and improve an agencies supply chain; Communicates statistical modeling results as measures of the business's impact.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

GS-13 Your resume must clearly show that you have one (1) year of specialized experience) equivalent to at least GS-12. Experience can be under other Federal service pay systems, private sector, or military. Examples of specialized experience include: Conducts data analytics to assess logistics data requirements, establishes data architecture, identifies shortfalls and gaps, troubleshoots data issues, and recommends ways to mitigate risk; Develops long-range strategy and plans that support and improve an agencies supply chain; Communicates statistical modeling results as measures of the business's impact.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
