Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Grants Management Specialist, you will use your knowledge of and experience with Grant Administration to optimize business results and customer experience by performing the following duties at the full performance level: Providing authoritative grant technical advice utilizing statutes and regulations throughout the grants lifecycle on all aspects of grant/financial mechanisms with responsibility for administering and coordinating a complex grants portfolio including cooperative agreements utilizing a variety of electronic systems. Participating in highly technical special projects. Reviewing grants and/or cooperative agreements to ensure compliance with statues, regulations, and agency policies. Participating in grant meetings and providing administrative and budgetary information. Performing site visits. Maintaining appropriate agency grants management certification. Reviewing various periodic and final status reports to ensure that all obligations incurred meet conditions in HHS regulations, program guidelines, cost principles, and the specific limitations stated on the notice of grant award. Providing advice to program staff regarding all elements of grant administration and management processes, systems and/or procedures. Ensuring the efficient flow of all communications to and from internal and external stakeholders throughout the grant's lifecycle. Terminating or withholding support upon determining a lack of progress or noncompliance with terms of the award. Reviewing audit results and makes recommendations for resolution of audit findings. Providing significant contributions to ad-hoc or regular workgroups within the grants management community both internal and external to the organization. Providing technical authority in the development and review of policy and procedural issuances from the department, operation divisions, and the employing organization. Reviewing and commenting on proposed changes in rules or regulations, conducts special studies, and prepares position papers and special reports.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: To qualify for the GS-11: You must have one year specialized experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing three of the four following: - Monitoring on-going grants and cooperative agreements or similar program management activity to ensure compliance with applicable laws, regulations, or internal organizational procedures; - Preparing, processing, issuing, and tracking work products as well as compliance with organizational requirements; - Monitoring an internal process that involves the coordination with other personnel to ensure required actions were completed in a timely manner; - Providing guidance in the interpretation and application of laws, policies, or organizational procedures. Education may be substituted for specialized experience at the GS-11 grade level as follows: Completed a Ph.D. or equivalent doctoral degree.; OR Completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR Completed an LL.M. degree that is related to the position being filled;https://www.usajobs.gov/Help/working-in-government/unique-hiring-paths/students/federal-occupations-by-college-major OR A combination of experience and graduate education as described above that equates to one year of experience. To qualify for the GS-12: You must have one year specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing all of the following: - Overseeing, reviewing, analyzing, and evaluating applications, plans, estimates; - Interpreting policy or guidance for applying administration policy, procedures, techniques, and methods; - Reviewing grants and/or cooperative agreements or similar work products to ensure compliance with statues, regulations, and agency policies; - Developing and providing training related to grants to a variety of internal and external audiences. To qualify for the GS-13: You must have one year specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing all of the following: - Overseeing, reviewing, analyzing, and evaluating applications, plans, estimates; - Interpreting policy or guidance for applying administration policy, procedures, techniques, and methods; - Reviewing grants and/or cooperative agreements or similar work products to ensure compliance with statues, regulations, and agency policies; - Developing and providing training related to grants to a variety of internal and external audiences.
