This position is a Program Specialist - Facility Telehealth Program Technology Manager that reports to the Facility Telehealth Coordinator (FTC). The Telehealth Program Technology Manager position is required to provide critical operational and technical program management and support necessary to sustain and expand technology that encompasses all telehealth operations throughout the G. V. "Sonny" Montgomery VA Medical Center (GVSMVAMC).
Duties
Responsible for technology planning, budget preparation, coordination and implementation of program technical initiatives.
Responsible for developing and updating policies that reflect technology utilized in virtual health.
Incorporates new technology, concepts, and programs into new and existing systems.
Completes and monitors the budget that supports technology growth.
Assists with procurement packages outside the Tservice to support purchasing of telehealth equipment.
Assists with the implementation of new technologies.
Acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility.
Communicates and collaborates with other services/teams and other technical staff in support of operations.
Develops, refines, implements, and evaluates short- and long-term strategic plans.
Manages technology equipment in reviews, testing, configuration, installation, security, and verification of equipment's integration into existing IT network.
Provides technical support and resolution of issues throughout the facility/healthcare system.
Serves as the technical SME and technical team leader on the setup, configuration, maintenance, repair and testing of all Telehealth Program equipment and services.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09; for the GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with technical and program support needs in a telehealth or virtual care program; supporting the delivery of healthcare through various telehealth modalities such as performing system analysis, developing workload reports, submitting telehealth data, providing consultation for facility telehealth use, and remote monitoring of telehealth services; assisting in the development and updating of policies and approaches in direct support of a telehealth program; overseeing daily operations of a virtual care technology infrastructure; experience troubleshooting, installing, testing, and activating telehealth equipment; communicating detailed technical information in a clear, logical and concise manner orally and in writing.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must have an combination of specialized experience and graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. Examples of specialized experience would typically include, but are not limited to: providing technical and program support to a telehealth or virtual care program such as technology planning, budget preparation, project management, and program implantation; supporting the delivery of healthcare through various telehealth modalities such as performing system analysis, developing workload reports, submitting telehealth data, providing consultation for facility telehealth use, and remote monitoring of telehealth services; developing and updating policies and approaches in direct support of a telehealth program; overseeing daily operations of a virtual care technology infrastructure; troubleshooting, installing, testing, and activating telehealth equipment; communicating detailed technical information in a clear, logical and concise manner orally and in writing.

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work.
