As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.The incumbent serves as Deputy Executive Director, ARM-2, in the Office of Rulemaking, ARM.
Duties
He/she is responsible for managing Division activities, and provides leadership in planning, management and control of the administrative and support function of the ARM organization. The incumbent advises the Executive Director on AVS/ARM human capital programs, including labor and employee relations, Alternative Dispute Resolution, and occupational health and safety. He/she is the principal point of contact and may serve as spokesperson, representing the Executive Director, on ARM budget, staffing, strategic/business planning activities, IT infrastructure support, and QMS programs. Advises the Executive Director and Directors within ARM, and other AVS services and offices, on critical, complex, organizational planning and resource issues. Serves as a liaison to various agency offices; and under delegated authorities, manages the human capital and workforce sustainment programs for ARM. Administers the internal processes for the ARM awards and recognition program, and the training and development programs within the framework of the agency policies. Serves as the primary point of contact for the development and updates to the ARM Business Plan and is the ARM representative in the development of the AVS business plan which aligns with the FAA administrators Strategic Initiatives.

- A one-year supervisor/managerial probationary period may be required.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized experience includes: Experience with managing and overseeing the Aviation Rulemaking Committee and Federal Advisory Committee (ARAC) processesand working with the Federal Aviation Administration and Department of Transportation on providing advice and guidance on aviation-related regulations.
