Duties
Serves as the assistant to the Deputy Director; acts in full capacity of the Deputy Director in his/her absence.
Assist fully in the overall planning, direction, and timely execution of the mission through three subordinate supervisors.
Assist the Support Management Division in the development of program guidance materials and statements of policy for the organization in assigned program areas. Recommends the allocation and distribution of funds within the organization.
Participates in reviewing and analyzing operations, develops changes in organization, functional breakdown, staffing patterns, immediate and long-range plans, policies, procedures, office layouts, equipment, etc., to improve operations.
Participates in the development, execution, review and analysis of formal programs and budget schedules consistent with established plans and policies.
Directs staff management personnel or subordinate supervisors in connection with isolation of deficiencies in their organization and conduct of special studies which change policy or operating procedures.

Qualifications
To qualify for a Supervisory Contract Specialist, your resume must support:
Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
Contracting Officer Requirement: Must possess at least two years of experience in a contracting position.
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Applying Defense contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of DLA and DoD contracting requirements.
Applying a broad range of contracting methods, concepts, governing regulations, principles, practices, policies, etc. to ensure procurement policies and procedures comply with the letter and intent of statutes.
Utilizing analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the Procurement process area.
Evaluating and providing specific guidance and recommendations concerning contracting policies and procedures.
Serving as a Contracting Officer (KO) with an unlimited warrant responsible for business and legal decisions involving contract award, administration, and termination actions

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
