This position serves as the Deputy Assistant Director for National Security Programs and is the primary advisor to the Assistant Director on all National Security criminal and administrative proceedings related to violations of immigration and customs law or regulations. Provides oversight, guidance and support to investigative functions related to counter terrorism, human rights and war crimes, overstay enforcement, school fraud, visa security, investigative services and mission support.
Duties
As Deputy Assistant Director (DAD), National Security Programs (NSP), you will be responsible for:
Serving as an executive focal point of contact regarding criminal and administrative proceedings related to violations of immigration and customs law or regulations.
Managing employees that are engaged in intelligence and criminal investigative related activities; providing executive level guidance resolving disputes concerning program priorities and direction and reportingregularly on the effectiveness of specific programs.
Building coalitions and collaborating internally and externally, regarding efforts in outreach, collaboration and compliance issues, which typically impact more than one department and/or agency.
Providing expert policy, strategic planning and program planning advice.
Developing, evaluating, and implementing policy for the agency-wide investigative programs.
Coordinating investigative activities that transcend geographical limitations of field assets; mediates and resolves intra-and interagency conflicts with regards to investigative issues.
Safeguarding and sharing critical law enforcement information with federal, state, local and foreign partners where appropriate, in accordance with applicable laws and policy.
Assuring effective expenditure of appropriated funds. Authorizes cost-savings initiatives to increase efficiency while reducing operating costs. Develops detailed justifications for major expenditures to be incorporated in the overall allocation of funds.
Performing the full range of executive, managerial, supervisory and human resource responsibilities for a large professional, technical, and administrative workforce.
Qualifications

(1) BASIC QUALIFICATIONS:
As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.
As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
Directing the work of an organizational unit;
Ensuring the success of one or more specific major programs or projects;
Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
Supervising the work of employees, developing policy and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.
(2) EXECUTIVE CORE QUALIFICATIONS (ECQs):
The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
ECQ 1 -LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 -LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 -RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 -BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 -BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(3) TECHNICAL QUALIFICATIONS - Mandatory
Demonstrated ability in leading investigative programs, formulating strategic objectives, and implementing initiatives to advance U.S. counter terrorism operations, leveraging intelligence community, law enforcement, and other interagency partnerships.
Expert knowledge of the mission, functions, investigative standards, capabilities, activities, organization, goals and objectives of HIS; Demonstrated ability to communicate effectively and work constructively and collaboratively with other internal and external organizations (including Congressional Committees, Private Sector and Non-Governmental entities, and other entities within ICE and DHS).
