The purpose of the position is to plan and carry out management assistant assignments or projects to improve the efficiency, effectiveness, and productivity of medical facility organizations.
Duties
Duties to include but not limited to the following:
Controls the maintenance and development of various administrative directives using knowledge of the established content and format requirements and the purposes and functions of the organizations involved.
Reviews proposed directives to ensure proper arrangement of material, consistency with existing directives, and proper distribution.
Adapts guidelines to determine whether an organization's proposed directives, publications, or functional statements are within the scope of their established delegated authority or assigned function.
Monitors the management of records by distributing questionnaires to offices asking for lists of file numbers and corresponding subject content and, using knowledge of agency records management regulations, reviewing the completed questionnaires to ensure material is filed under proper record numbers.
Inspects the files of offices to ensure that all records are stored and labeled correctly, contain current material, and are not duplicated.
Verifies the staff levels of clerical work units. Interviews operating personnel to collect information on the quantity, kind, and level of positions in the units.
Compares this information to authorized staffing levels to identify unapproved or vacant positions and other similar deviations from established requirements.
Interviews work unit supervisors to determine if the positions are needed based on current or potential office workload.
Provides reports to higher level employees describing the problems and recommendations for maintaining or eliminating the positions.
Reviews established guidelines and precedent cases to identify alternative solutions; and recommends revised procedures the causes of workflow problems.
Provides reports to higher level employees that describe the causes of workflow problems, specific alternatives to improve the workflow of clerical work units, redesigned office space, and/or new equipment.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience for this position includes: applying basic fact and data gathering methods, such as standard interviewing or surveying techniques, to collect various types of factual information; reviewing proposed directives; adapting guidelines to meet organizational needs; managing records; file maintenance, assist with staffing level reviews, preparing reports for higher level review; collecting and managing data to input, retrieve, analyze, summarize, resolve nonstandard transactions, complaints, and present information effectively; working with standardized processes and procedures for evaluating management or program operations to perform duties such as planning the steps to complete assignments, identifying problems from collected data, and selecting solutions from alternatives in guidelines and precedent cases.
As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
PREFERRED EXPERIENCE: Experience with pulling data and running reports, record management, preparing policies and operating procedures.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Manual dexterity is required in operation of personal computer and other office equipment.
