Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Contract Specialist, you will use your knowledge of and experience to optimize business results and customer experience by: GS-09: Receives and analyzes requests for contracts for completeness, adequacy of scope of work, availability of funds, compliance with laws, regulations, and policies. Compiles bidders' list from qualified bidders' applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources. Prepares and issues solicitation documents. Performs analysis of bids or proposals received. Drafts final contract including specifications, packing and shipping requirements, inspection instruction, and all other special and standard clauses that are applicable to the procurement. GS-11: Prepares solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions Plans and conducts negotiations on price, technical requirements, and terms/conditions of the contract. Establishes the competitive range for contract proposals based on price and technical factors. Monitors contractor performance in relation to the completion schedule required by the contract, ensuring timely submission of technical progress reports, making periodic visits to the contract's facility or work site. Prepares close-out documents to close contracts which encompass review of the Contracting Officer's Technical Representative (COTR) certification, field and desk audit reports to resolve all findings, disposition of government property, and verification that the contractor's closing documents are complete and in agreement with the terms and conditions set forth in the contract. GS-12: Develops strategic plans in conjunction with program officials and Contracting Officer's Technical Representatives (COTRs) to define requirements, establish acquisition plans, and to give advice and recommendations on data that should be included in the procurement request. Analyzes the requirements and recommends the acquisition method most appropriate to meet the program objectives and policy/regulatory requirements. Prepares complex solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions. Performs cost/price analysis, including analysis of cost breakdowns to determine reasonableness and conformance to applicable regulations, directives and policies. Negotiates and prepares documents for contract modifications.

Qualifications

WHAT WE ARE LOOKING FOR BASIC REQUIREMENT FOR CONTRACTING SERIES, 1102: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative-methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. GS-09 Minimum Qualifications: Applicants must also meet the specialized experience and/or education requirement for the GS-09 grade. You may qualify based on your experience and/or education described below for the GS-09 Contract Specialist position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: (1) Reviewing requisitions for supplies or services to determine that proper specifications or purchase descriptions are included in solicitation documents; (2) Evaluating bids or proposals for supplies or services to ensure compliance with specifications or purchase descriptions; and (3) Evaluating the prior contract performance of potential suppliers to determine their financial responsibility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B or JD. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR, Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-9 (only graduate education in excess of 1 year, 18 semester hours, can be used towards crediting a combination of education and experience). GS-11 Minimum Qualifications: Applicants must also meet the specialized experience and/or education requirement for the GS-11 grade. You may qualify based on your experience and/or education described below for the GS-11 Contract Specialist position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: 1) Preparing acquisition documents and/or reports (examples: solicitations/contracts, market research, justifications & determinations, audit reports, negotiation objectives, or award documents); AND 2) Reviewing acquisition documents to ensure adherence to terms and conditions or regulations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR, Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-11 (only graduate education in excess of 2 years, 36 semester hours, can be used towards crediting a combination of education and experience). GS-12 Minimum Qualifications: Applicants must also meet the specialized experience requirement for the GS-12 grade. You may qualify based on your experience described below for the GS-12 Contract Specialist position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: 1) Gathering and analyzing information to draw conclusions about price/cost information; AND 2) Providing business-related advice, guidance or direction through communication; AND 3) Conducting negotiations on pricing, performance, compliance, or technical terms. Education
