This position is located in the Division of Acquisition Policy (DAP), Office of Management Services (OMS). The incumbent in this position serves as Deputy Director, DAP, managing Agency acquisition activities. The incumbent in this position reports to the Director, DAP.
Duties
Direct Procurement Activities for the Agency: Plan and direct the activities of Division of Acquisition Policy ensuring that IHS acquisition management practices and activities complies with legal and regulatory requirements. Develop goals and objectives that integrate organization and IHS acquisition evaluation program objectives. Research and apply Federal, DHHS, and IHS regulations and policies, Office of Management and Budget (0MB) Circulars, and the special requirements of the Indian Self-Determination and Education Assistance Act (ISDEAA), the Economy Act, the Buy Indian Act, and the Indian Health Care Improvement Act.
Communicate and Liaise with Internal and External Stakeholders: Establish and maintain effective working relationships with IHS Directors, IHS Area Chiefs of the Contracting Offices (CCO) Office of the Secretary (OS) and other operating divisions within the DHHS, other Federal agencies (e.g., Department of Interior, Department of Veterans Affairs, Department of Justice, and Internal Revenue Services), Indian tribal governments, tribal organizations, State and local governments, and educational institutions.
Serve as Agency Subject Matter Expert for Procurement Activities: Provide advice and assistance to the HQ Office Directors, Area Directors, and other key staff at both HQ and Area levels and provides comprehensive planning and direction for procurement operations for HQ. Establish metric and analysis systems for IHS acquisition operations at Headquarters and Area levels to assess efficiency, effectiveness, and compliance with regulatory procedures. Oversee the broad work of IHS Contracting Officers who review and approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be completed by the contractor.
Supervise and Manage Subordinates: On behalf of the Director assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balance workload and provides advice, guidance, and direction on a wide range of acquisition operations and projects across the IHS and administrative issues. Structure assignments to create effective and economical positions.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Coordinating or overseeing the support of acquisition requirements and procurements actions; Incorporating policy or regulations that impact procurement concerns with regards to an agency; and, Providing strategic leadership, personnel training and development, coordination, and consultation for an acquisition/procurement team (i.e., developing and advising on policies, guidelines, improving processes, and implementing new developments.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
