DCSA is seeking a Small Business Specialist to serve as a business advisor to contracting and program offices by actively developing strategies to ensure maximum participation in prime and subcontracting of small businesses. Duties

As a SMALL BUSINESS SPECIALIST you will be responsible for the following duties: Serve as a Small Business Specialist working with program and contracting offices to conduct market research, develop acquisition and contracting strategies. - Assist program managers (PMs) and functional managers (FMs) and other related officials in the development of strategies to ensure maximum participation in prime and subcontracting for the following programs: SBs; SDBs; WOSBs and EDWOSBs; SBs located in HUBZone's; Veteran-Owned Small Businesses; SDVOSBs; or other Office of the Secretary of Defense-designated socio-economic categories. - Ensure SB's receive payments under their contracts, late payments, interest penalties, or information on contractual payment. Monitors performance of contracts supporting the SB office ensuring performance is consistent with established policies, procedures, and contractual requirements. Provide input on that performance to the appropriate Agency contracting office representative or contracting officer. - Participate in outreach events with industry including individual meetings, conferences, seminars, training events. Assist with planning and conducting DCSA SB events. - Review, track, and report metrics related to the small business program. - Support the performance of functions and duties in Sections 8 and 15 of the Small Business Act, FAR 19.201 and DFARS 219.201 with supervisory assistance. - Conduct training regarding the Small Business Program and serving as the vendor liaison between industry and DCSA which entails providing instruction to potential bidders on how to do business with the government, setting up vendor meetings and coordinating vendor/industry days. - Participate in DoD OSBP Working Groups. - Assist in writing solicitation language, participate in Source Selections, and assist in post award oversight to ensure small businesses are utilized to the maximum extent practical on Agency contracts. - Assist with planning and conducting of DCSA SB Outreach Program, Subcontracting Oversight Program, Socio-Economic Goaling Program, and Market Research. This includes, publishing newsletters and other media to educate SBs on doing business with DCSA and maintaining a directory of SB's with skills and capabilities needed by DCSA; and monitoring the subcontracting performance of DCSA large business prime contractors and utilizing various automated tools to conduct market research. - Assist in the development and drafts DCSA SB publications and policies; develops and maintains a database of sources; and responds to and advises small businesses on DCSA small business outreach initiatives (e.g., programs, events, forums) and procurement opportunities. - Review and analyze trends in performance concerning the letting of contracts and subcontracts to Small Business concerns, including statistical and narrative analysis on Small Business programs, goals, and achievements, and provides recommendations as appropriate. - Performs other duties as assigned.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Responsible for educating internal and external stakeholders, contracting officers, and acquisition stakeholders on relevant small business programs, policies, initiatives, and strategies; Responsible for gathering and compiling data to generate reports and trends to track small business participation; Assist in providing programmatic analysis to improve small business participation across the DCSA enterprise; Conduct and prepare Market Research Analysis Reports to ensure an equitable opportunity has been provided to small businesses to participate in Agency acquisitions. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
