DCSA's Small Business Office of seeking a Public Affairs Specialist to assist in the planning, development, and editing of informational material for internal & external media sites, communication for websites, social media, presentations, and virtual webinars. Duties

As a PUBLIC AFFAIRS SPECIALIST you will be responsible for the following duties: - Plans, develops, and edits informational materials for inclusion in DCSA newsletters, ACCESS magazine, internal and external media sites to include social media venues. - Researches, analyzes, writes, and edits diverse informational materials for print and online media pertaining to DCSA Office of Small Business Programs & Industry Engagements. - Drafts small business and industry guidance, Senior Level talking points, responses to queries and other products to respond to/plan for industry engagements. - Manage multiple competing tasks with short deadlines. - Provide multimedia products in final stage for distribution. - Construct and develop marketing and branding campaign for Industry Engagements. - Assists in developing articles, feature stories, internal and external announcements, pamphlets and brochures, fact sheets, photographic releases, and other material for presentation to target audiences. - Develops communication strategies and campaigns that will effectively transmit the information necessary for the public's understanding of issues and establishes ways of obtaining feedback on effectiveness of small business program efforts. ?The incumbent is independently responsible for planning, managing, organizing, recommending, and executing activities in support of the Office of Small Business & Industry Engagements mission. ?Develop strategic and detailed plans and campaigns in support of products and/or services and ensures goals are established to gauge their contribution to the overall marketing/communication strategies. - Work directly with Senior OSBP & IE leadership and subject matter experts to convey complex information to garner awareness of the Small Business Programs & Industry Engagements Directorate from the small business community, customer organizations, industry, and the public. - Analyze the effectiveness of publications and other internal information tools and develop recommendations to improve internal operations to enhance the messaging of OSBP & IE.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience for formulating, designing, and planning overall outreach, internal communication, and liaison efforts; Demonstrated experience in identifying community partners, conducting outreach, advising, and communicating with targeted small businesses/sectors as well as a wide range of internal stakeholders and Federal entities. This also includes facilitating internal connections with applicable members of the small business community as well as facilitating product and service demos between applicable parties; Demonstrated experience in establishing key performance indicators and methods for tracking communications as well as establishing, gathering, maintaining, and monitoring a range of communication performance metrics; Demonstrated experience for managing and maintaining organizational social media presence as well as designing and implementing overall internal strategic communications strategies, methods and techniques used for clarifying public understanding and increasing communication between stakeholders in the formulation of the Integrated Small Business and Industry Engagements Communications Plan. Specifically you will be evaluated on the following competencies: Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Fine Arts - Knowledge of theory and techniques required to produce, compose, and perform works of music, dance, visual arts, drama, and sculpture. Oral Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Planning and Evaluation - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
