The primary purpose of this position is to serve as a senior paralegal specialist to support to the NGB-GC, Law Office Management Division (LOMD).
Duties
Assists the Deputy General Counsel, Law Office Management Division (LOMD), the Senior Deputy General Counsel (SDGC), the Principal Deputy General Counsel (PDGC), and the General Counsel (GC), to oversee day-to-day ad- ministrative operations and support for the office.
Manages and synthesizes requests for information to ensure leadership is prepared to make informed decisions on priority efforts.
Manages and maintains Law Office Management Division (LOMD) legal operations based on knowledge of leadership preferences and subject matter of recurring requirements, meetings, and schedules.

- Must have at least 7 years of military and or civilian paralegal experience and education equivalent to a 7-level craftsman skill as outlined in DAF Career Field Education and Training Plan, CFETP 5J0X1

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive in-depth knowledge of laws, regulations, principles, procedures, and policies relevant to the utilization and operations of the National Guard, covering a wide spectrum of legal areas including but not limited to contracts, fiscal, employment, litigation, administrative, information/privacy, military justice and special victim's advocacy programs, and military training and operations. Expert professional knowledge of the relationship between the National Guard of the 54 states and territories, the National Guard Bureau, the Department of Defense, the Department of the Air Force, the Department of the Army, Congress, and other federal agencies. Expert professional knowledge of resource management, including budget and contracting officer responsibilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of accountability, safety and security regulations, practices, and procedures.
Mastery knowledge of current automated office production systems sufficient to create, prepare, and examine a variety of legal and supporting documents; AND Mastery knowledge of general law typically required of paralegals sufficient to make decisions or recommendations significantly changing, interpreting or developing important programs in substantive areas of law.
Expert knowledge of the application of various laws, court and or administrative decisions and interpretations, rules, regulations, policies, and procedures sufficient to perform extensive and thorough legal research into the legislative history, precedent cases, decisions, and opinions as applicable to particular legal matters and action, including applicable state laws; and interpret, explain, and present, orally or in writing, relevant findings and conclusions using appropriate language, legal reasoning, and organization of facts.
Proficient investigative skills and ability to become thoroughly familiar with subject matter details involved in a case or legal matter; determine the specific data needed and best approach to obtain this data or to determine the relevance or sufficiency of available legal, technical (e.g., financial, statistical), or other related data; AND Skill in operating a full range of office peripheral equipment (printers, Audio Bridge, VTC, etc.) sufficient to ensure professional presentation.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Highly skilled in case management, project management, effective written and oral communication, to include use of modern legal research resources such as Lexis/Nexis, Westlaw, or Bloomberg law, and modern communication platforms such as Microsoft Teams or other similar platforms. Ability to develop and implement effective modern technical solutions for tracking, executing, monitoring, reporting, and handling the day -to- day operations of a strategic level general counsel office. Demonstrated ability for continuous learning and adaptability; AND Ability to communicate effectively, both orally and in writing, and engage in effective cross-functional collaboration. Ability to work as a team player with a blend office of military, civilians, and contractors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
