This position serves as a first level supervisor for one or more of the teams within the Veterans Service Center (VSC). The number of and the make-up of teams may vary from Regional Office to Regional Office and from individual VSC to individual VSC based upon workload and experience levels of VSC staff. The incumbent may be called upon to serve as a supervisor for any of the teams existing at their local VSC (e.g. Public Contact, Appeals, Quality Review and Intake Processing Center).
Duties
Advises superiors regarding daily team operations to include operational problem and needs.
Develops workload plan and assigns work to the team.
Develops ways to improve production, timeliness, and/or quality of work.
Monitors team quality and timeliness in relation to performance goals.
Ensures continuous staff productivity throughout tour of duty to accomplish local and national goals.
Validates completion of local and national training curriculum requirements by employees.
Informs superiors of policy and procedural changes and their effect on VA benefits programs.
Interprets laws, regulations, policies, procedures and rules to ensure compliance.
Liaises with governmental and non-governmental agency officials to facilitate cooperation regarding veteran programs.
Resolves work issues requiring a high level of judgment due to varying guidelines.
Address personnel issue to mitigate effect on VSC and/or team performance.
Elicits information from stakeholders to resolve issues or obtain evidence in claims adjudication.
Interprets VSC data to identify concerns and take corrective action.
Interview candidates for vacant positions and makes recommendations for selection.
Addresses employee disciplinary matters.
Receives and resolves employee concerns, complaints, or grievances.
Evaluates employee performance to recommend promotions, awards, and recognition.
Evaluates employee performance to identify the necessity for remedial actions.
Validates quantitative data prior to submission to higher-level management to include appropriate recommendation.
Provides oversight of responses to higher-level inquiries.
Responsible for attendance management to ensure VSC operational objectives are achieved.
Serves as a representative of the VSC on Committees, at meetings, or at conferences.
Recommends training to ensure employees have the competencies required to make accurate claims-processing decisions.
Performs review and concurrence of benefit determinations to fulfill regulatory signature requirements.

Specialized Experience:

You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Interpreting laws, rules, and/or regulations (2) Developing processes and/or procedures to improve production and or quality of work (3) Training/mentoring team members and providing counsel on technical and administrative matters; (4) Ensuring the cost effective use of resources to accomplish a team's assigned goals
Education
There is no educational substitution for the GS-13 level.
