Duties
Provides training to DLA Aviation management, employees, and other officials when deemed appropriate on Special Emphasis Programs/Initiatives, the Complaint Process,
Prevention of Harassment, Sensitivity, Transitioning employees, Prevention of Sexual Harassment, Reasonable Accommodation and Diversity and Inclusion.
Maintains knowledge of assigned training programs in order to manage the design, development and implementation of EEO related trainings.
Serves as the Equal Employment Training Coordinator for all training activities including developing, planning, coordinating and implementing EEO related training for all DLA Aviation locations.
Serves as an EEO Specialist/Counselor handling the most complex EEO cases to include sexual harassment and class action complaints.
Handles complex informal and formal complaints of discrimination with little to no supervisory oversight such as high visibility complaints, highly sensitive complaints involving sexual harassment, and class action complaints.

Qualifications
To qualify for an Equal Employment Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Resolving complaints and advising managers, complainants, and supervisors on EEO principles, laws, regulations and policies which demonstrates an in-depth knowledge of the federal EEO complaint process.
- Advising and consulting with managers and supervisors which involves developing and carrying out comprehensive Affirmative Employment strategies.
- Experience with evaluative techniques and principles in order to evaluate programs of instruction.
- Providing on-the-job training or courses.
- Developing course materials, manuals, or instructions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
