This position is located in the Department of Veterans Affairs (VA), Veterans Integrated Service Network 6 (VISN 6) at the Richmond VA Medical Center. Primary duties of this position include the development, administration and evaluation of or advisement on, the Medical Center's internal Equal Employment Opportunity and Diversity and Inclusion Program. The incumbent of this position serves as the advisor to the Medical Center Director.
Duties
Duties include but are not limited to:
The incumbent exercises managerial authority, initiates annual work plans and schedules, and provides supervisory direction.
Plans, delegates, and sets the overall goals and objectives for the Central Virginia VA Health Care System EEO program.
Advises and works closely with management officials, providing technical guidance and oversight.
Evaluates and makes decisions on work presented by VISN EEO Managers and also with facility EEO employees.
Directs assignments and works with employees in developing deadlines and approaches. Plans and establishes work schedules and the standards for acceptable work.
Incumbent gives advice, counsel, or instructions to employees on both work and administrative matters.
Interviews candidates for positions; and recommends appointments, promotions, or reassignments and awards.
Identifies training needs and provides and arranges for the needed development and training of subordinates.
Assists the Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings. In collaboration with the ORM Field Office, the incumbent serves as the local liaison for all aspects of the facility's discrimination complaint processing program. This includes providing assistance to ORM field office personnel (i.e. EEO Counselors, Investigators, Intake Specialists, etc.) during both the counseling and investigative stages. Such involvement includes providing documentation when requested , locating and identifying employees involved in the discrimination complaint process, discussing resolution efforts, negotiating settlements, and drafting settlement agreements on behalf of the parties.
Provides advice and assistance during the post investigative stages (i.e., hearings, appeals, compliance phases, etc.) for each formal discrimination complaint with EEOC Administrative Judges, Regional Counsel Staff, the Office of General Counsel, the Office of Employment Discrimination Complaint Adjudication, as well as employees and supervisors and managers.
Work Schedule: Monday-Friday, 8:00am - 4:30pm (hours may vary depending on department need)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advising and working closely with management officials, providing technical guidance and oversight, evaluating and making decisions on work presented by VISIN EEO Managers and also with facility EEO employees, directing assignments and works with employees in developing deadlines and approaches.
