The CAO serves as a key advisor to the agency focusing on resource prioritization and allocation for all business support functions, including validating and integrating workforce and budget development requirements.
Duties
At the Architect of the Capitol, we are passionate about our mission to serve Congress and the Supreme Court, preserve the nation’s iconic treasures on Capitol Hill and inspire memorable visiting experiences. We seek an experienced executive leader with a strategic focus to serve as our Chief Administrative Officer (CAO). As an integral member of AOC’s C-Suite team, the CAO is a customer focused, results-oriented and innovative individual with responsibility for administering and presiding over strategic, tactical and administrative services that support AOC’s mission and vision. This senior level role provides key organizational oversight, leadership and management of administrative support organizations and functions, including information technology, human capital management, acquisition and material management, curator services of historical assets, records management and other general administrative functions.

Application Method:
Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs and must address each PTQ.

ECQ 5 – Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals.
Professional Technical Qualifications:
PTQ 1 – Demonstrated experience planning and developing innovative solutions in a variety of functional areas such as human capital management, information technology, office services, policies and special programs, acquisition of supplies and services, learning and development and heritage assets.
PTQ 2 – Demonstrated experience overseeing the development, implementation, operation and maintenance of database platforms and enterprise-wide Business Intelligence analytics tools, websites, portals and repositories in coordination and cooperation with enterprise technical and functional partners.
Education
This job does not have an education qualification requirement. A master’s and/or bachelor’s degree and at least five years of experience planning and developing innovative solutions in a variety of functional areas including human capital management, information technology, office services, policies and special programs, acquisition of supplies and services, learning and development and heritage assets is highly desired. Therefore, provide only the degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
