This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Interdisciplinary position is located at Aberdeen Proving Ground, Maryland.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Provides technical engineering support for assigned programs by using systems engineering techniques to analyze and inform systems of systems design and architecture.
Provides technical expertise and consultation regarding weapons/communications systems that encompass specialization in computer technology and engineering disciplines of tactical data, system hardware, software, and communications support.
Identifies system requirements and parameters, proposes technical and engineering approaches computer-based system designs, and defines constraints and standards applicable to intended operational environments.
Coordinates and monitors external programs aimed at the development of computer-based tactical systems, subsystems, components, and related software products.
Prepares reports and contributes as an author or co-author on publications setting forth results or assigned program.
Conducts investigations to solve existing problems, to cover new areas where little or no previous work has been done, or in areas where there is unproven design data.

- Incumbent must be able to obtain and maintain a Secret security clearance.
- The duties of this position require occasional temporary duty (TDY) travel up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Certification within 5 years of entrance on duty.
- Appointment to this position may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Educational Requirements:
Educational Requirement for 0800 Series: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I am currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must attach a copy of your transcripts.)

Combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. I have successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Educational Requirement for 1550 Series: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (Note: You must attach a copy of your transcripts.)
To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 level in the federal service which includes: 1) Developing operational technical communications solutions that consider architecture, interoperability, interfaces, protocols, networking, scalability potential and overall end-to-end and system of systems compatibility; 2) Integrating components, systems and system of systems into tactical C5ISR architectures; 3) Managing, configuring and troubleshooting network equipment (e.g. routers, switches, servers, Wi-Fi access points, and modems; 4) Managing the software development process, including regular releases, configuration management, documentation, troubleshooting and root cause analysis, licenses, and test infrastructure and 5) Operating SD-WAN technology, VMWare, network access controls, cyber situational awareness, NetOps challenges, VPN Client and Server Applications, network-based host firewalls, layer 2 switching protocols, and network routing protocols.
