The Department of Justice's Office of Justice Programs, Talent Management and Employee Services Branch, Human Resources Division is seeking a human resources business partner to provide the full range of human resource management advisory services in connection with the research and resolution of payroll and time and attendance processing.

Applicants who do not meet the Selective Placement Factor will be rated as not qualified for this announcement.Selective Placement Factor: I have experience processing the full scope of payroll and personnel actions using the Department of Agriculture's National Finance Center (NFC) system.MINIMUM QUALIFICATIONS:Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledges, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: communicating and advising managers and other personnel to resolve complex leave and payroll issues, such as back pay, awards and settlements, retroactive pay issues, leave errors, etc; interpreting proposed pay and leave regulations; and, conducting audits of time and attendance and pay.TECHNICAL QUALIFICATIONS:Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications.- Knowledge of the concepts, principles, and regulations related to Human Resources Information Systems (HRIS) Programs in the Federal Service.- Knowledge of research and analysis techniques to perform management-related compensation studies.- Ability to analyze Human Resources issues and problems.- Ability to communicate effectively other than in writing.- Knowledge of the National Finance Center (NFC)'s payroll operating system.- Ability to plan and execute work.- Ability to communicate in writing.- Ability to meet and deal with others.Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.aspAll qualification requirements must be met by the closing date of this announcement.
