Duties
You will perform proposal evaluations for nuclear powered submarine design and construction contracts awarded by Naval Sea Systems Command (NAVSEA).
You will evaluate the reasonableness of Contractor information regarding the use of government equipment/tools/facilities and make-or buy considerations.
You will provide recommendations on Contractor's compliance with Cost Accounting Standards and Equal Opportunity requirements, subcontracting plans, special clauses or terms and conditions, and costs disallowed by the Defense Contract Audit Agency.
You will participate in the preparation of official field pricing reports.
You will perform the full range of pre-award functions and assess social-economic considerations in evaluating subcontract awards.
You will evaluate new prime contracts, anticipated contract modifications, subcontract arrangements, entitlement for insurance and other claims, justification for unpriced contract changes, and urgent government furnished equipment repairs.
You will formulate negotiation strategy, resolve work-scope disputes, and prepare appropriate pre and post negotiation business clearances commensurate with required approval authority.
You will negotiate cost, profit/fee, special terms and conditions, delay and disruption claims, insurance claims, and other requests for equitable adjustment as required.
You will perform contract closeout requirements and other administration functions as required.
Requirements
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist providing assistance or support in the execution of contracting functions (e.g. cost/price analysis, negotiations, pre-award and post award processes, solicitations, procurement, and contractor performance) to ensure compliance with established laws or contract terms and requirements.
GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector performing professional contracting work providing assistance during the contracting process.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
EDUCATION SUBSTITUTIONS:
GS-09:
- successful completion of a master's or equivalent graduate degree; -OR
- successful completion of two full academic years of progressively higher level graduate education; -OR-
- successful completion of an LL.B or J.D.
GS-07
- successful completion of one full academic year of progressively higher level graduate education; -OR-
- successfully completed a bachelor's degree with superior academic achievement.
