Duties
As a Contract Specialist, you will be responsible for the following duties:
Review and provide adequate higher-level reviews of lower-graded Contract Specialists.
Utilize a Federal contracting or procurement system to process solicitations, awards and/or modifications.
Negotiate the contract, any modifications and recommend acceptance or rejection of waivers and/or deviations.
Serve as a warranted Contracting Officer and may be responsible for applying signature to final award documents to obligate DLA funds.
Demonstrated organizational skills to be able to work multiple procurement projects in different stages at once.

Qualifications
To qualify for a Contract Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Soliciting and awarding contracts using FAR procedures.
Working with acquisition laws, regulations, policies, and procedures at the Federal, DoD, agency, and local level.
Preparing pre-award and post-award procurement documents, such as acquisition plans, pre- negotiation briefing memorandums, price negotiation memorandums, contract modifications, and related support documentation.
Analyzing difficult contracting issues and identifying best alternative courses of action.
Mentoring or training fellow associates on acquisition and/or professional topics
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
