The Health System Specialist position is located in the Director's Office located at the VA Bedford Healthcare System. This position is full-time at 40 hours per week.
Duties
Veterans' Preference: Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified veterans will, however, be given full consideration for this position.
The incumbent functions as a liaison to multiple staff offices and serves as the conduit for information flow and management of assignments between such offices. They will monitor and manage incoming actions and requests from initial receipt to completion and closeout. The incumbent analyzes the subject matter of incoming information that is generally procedural and factual in nature for appropriate distribution to offices internal or external to the office. Other duties include, but are not limited to:
Monitoring and managing incoming actions and requests from initial receipt to completion and closeout.
Analyzing responses for completeness and accuracy against known policies and procedures.
Conducting routine studies on particular operational processes, issue topics, or related special projects where successive steps in fact finding are utilized, and study planning, statistical measurement, data analysis, and narrative report preparation and development may be required.
Working in coordination with internal reviewing services regarding routine audits and internal/external reviews of a national concern; i.e, fiscal efficiencies and organizational structure that are reviewed by prominent parties such as the Office of the Inspector General (OIG) or the Government Accountability Office (GAO).
Tracking routine deadlines initiated by OIG/GAO and internal reviewing officials to ensure timely submission of responses and actions, and ensuring action or inquiry is closed out with the inquirer or office.
Working closely with senior management and others in implementing and evaluating policies, plans, and internal operational systems, such as correspondence management, information tracking among pertinent offices and stakeholders, and internal/external communication flows.
Coordinating routine events hosted by officials, including town hall meetings with internal staff, and completing all steps required within an event management process, including facilitating selection of the event time, developing a formal agenda, managing any required contracts and all logistical items, disseminating information to attendees, and ensuring smooth execution of the event.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday; 7:30am-4:00pm.

Individual Occupational Requirements Educational Requirements:
Undergraduate & Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Transcripts required) OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers & analysis and/or coordination of administrative, clinical, or other service activities, & provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, & facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

GS-07
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Education: Applicants may substitute education for the required experience. The major field of study must be in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. To qualify based on education for this grade level you must have completed one full year of graduate education or a bachelor's degree with superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. (TRANSCRIPT REQUIRED)
GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Education: Applicants may substitute education for the required experience. The major field of study must be in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one year of graduate level education. (TRANSCRIPT REQUIRED)
Preferred Experience:
-2 years experience working in an administrative or healthcare setting.
-Knowledge of routine agency administrative practices such as correspondence control practices, office processes, regulations, and rules keeping with senior management decision makers affecting the administration and delivery of healthcare services.
-Ability to exercise independent judgement and skill to resolve a range of problems.
The full performance level of this vacancy is GS-09. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-07 to GS-09.
