Duties
This Financial Specialist position is located Operations Management (OM), Enterprise Support (ES), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Managing and overseeing the fiscal year budget preparations and implementations; preparing annual operating plans; and recurring reports for submission to DHS, OMB, and Congress; applying budgetary techniques and analytical methods (e.g., cost-benefit analysis, program evaluation, and life cycle management) to prepare analyses and make recommendations to existing budgetary programs.
Serving as the subject matter expert in matters relating to the development of broad program office-wide budgetary plans, policies, procedures, and systems. Implement higher echelon financial management directives by performing a wide variety of analytical duties associated with the formulation, review, justification, presentation and execution of the budget.
Conducting research, identifying and analyzing trends in current and future funding positions and recommending adjustments in end of year spending. Assessing and recommending strategies for presentation/justification, and defense of budgets to higher levels of budgetary review.
Conducting examinations that require an integrated analysis or intricate and complex accounting systems, business activities, and financing over a broad range of transportation industries as they impact management and transportation security programs.
Developing and applying unique or extensive probing and analysis techniques and methods. Providing internal management control; performing policy development; and providing facility management.
Identifying, researching, evaluating and recommending options on proposals for solutions of difficult financial and budgetary problems and assists in the preparation of one or more on Division's budget submissions.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Applying budgetary/financial policies, practices and procedures to ensure operations adhere to financial standards.
Providing advisory services to TSA leadership including recommendations governing the application and allocation of funds; and
Providing leadership to personnel supporting financial management activities (i.e., assigning work, setting work priorities, and reviewing work performance).
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
