The primary purpose of this position is to serve as the program manager for the Air Force Studies Registry Program (SRP) and RAND Project Air Force (PAF).
Duties
Air Force lead and Program Manager for RAND PROJECT Air Force (PAF). Ensures all aspects of the RAND contract and their supporting analysis to senior Air Force decision-makers meets required timelines, contractual requirements, congressional mandates and Air Force needs while remaining within allocated budget authority.
Directs and manages the Headquarters Air Force-level Studies Registry Program and coordinates directly with POCs from each MAJCOM, DRU and HAF two-letter organization on the deployment, execution and tracking of all required study registrations.
Responsible for tracking and reporting on the status of all Congressionally-directed, Resource Management Decision (RMD)-directed and other related study efforts that contain Air Force equities or require AF leadership or participation.
Alternate Contract Officer's Representative (COR) for RAND Project Air Force (PAF).

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- This is a Centrally Managed Position in the Administrative and Management Positions Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced management and organizational principles and practices for a variety of operational programs, Security Cooperation, Command and Control, Building Partnership Capabilities, Global Force Management, Readiness, Risk Mitigation and Risk Management,, Intelligence, Surveillance & Reconnaissance; Counter-Terrorism; Nuclear Non-Proliferation, Countering Weapons of Mass Destruction; Cyber Counter-Threat; Cyber Warfare; and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts. Knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and the ability to access, query, download and interpret data in the SRP registry database. Knowledge of and the ability to access, query, download and interpret data in the Commanders Resource Integration System. Knowledge of the Resource Management Directive (RMD) process
Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing inputs into the Program Objectives Memoranda (POM ).
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Ability to coordinate, focus and lead the efforts of large, informal groups and achieve consensus on tangible results.
Ability to aggressively attack unstructured and unconventional challenges and develop rational and executable courses of action for senior leader review and approval.
Ability to aggressively track invoices, receive all applicable deliverables for each contract task, coordinate on all issues between government agencies and the Contracting Officer as it relates to study efforts. Must be able to act as a liaison between the contractor and the government contracting officer.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
