This position is in the Division of Risk Management Supervision (RMS) of the Federal Deposit Insurance Corporation (FDIC) in the Operational Risk, Information Technology Supervision Branch, Information Technology Supervision Section in Washington, DC.
Salary reflects a pay cap for this position of $270,000.
FDIC Corporate Managers (CM) are in the Federal competitive service and not in the Senior Executive Service (SES).
Duties
Supervises and/or participates in examination activities of Service Providers (SPs) including Significant Service Providers (SSP). Incumbent is also instrumental in SP discovery reviews, horizontal analysis, policy development, assessment of emerging regulatory matters, as well as cybersecurity and cyber infrastructure initiatives.
Reviews and concurs with reports of examination (ROE) of SPs with a Uniform Rating System for Information Technology (URSIT) rating of 3, 4 and 5, memoranda relating to problem SPs, and memoranda recommending changes in composite URSIT ratings of 3, 4, and 5-rated SPs. Participates in interagency and inter-division discussion of problem institutions.
Supervises and/or participates in the processing of memorandums, ROE and enforcement actions and determines reasonableness and adequacy with regards to FDIC policy and supervisory responsibilities. Monitors corrective actions and progress associated with SPs with an URSIT rating of 3-, 4-, and 5, and financial institutions with an URSIT rating of 4 or 5. Oversees systems to inform senior executive management regarding the status of significant problem SPs.
Prepares or reviews written cases on supervisory matters to be presented to appropriate committees and/or the FDIC Board of Directors. When appropriate, makes oral presentation of cases before these bodies and provides oral briefings to board members, their deputies, other committees of the Corporation, and Division senior management. Meets with members of the financial community, attorneys, auditors, and other professionals in connection with FDIC supervisory activities.
Participates on audits of Regional Office activities regarding SP and financial institution examination policies and procedures to ensure consistency with FDIC policies. Provides guidance on policies, procedures, and strategies to Regional Office staff involved in processing IT enforcement actions and ROE.
Supervises the formulation and refinement of procedure manuals for use by Field Office, Regional Office, and Washington Office staff. Supervises and participates in the review of studies and audits of IT examination policies and procedures including those conducted by the Office of the Inspector General of the General Accounting Office. Participates in meetings with representatives of these groups regarding the matters under review and is responsible for preparation of correspondence and official responses.
Serves on interagency groups including the Federal Financial Institutions Examination Council (FFIEC), Financial and Banking Information Infrastructure Committee (FBIIC), and the International Information Technology Supervisors Group (ITSG). The groups are responsible for the development, monitoring and evaluation of bank technology regulatory program effectiveness to achieve safety and soundness objectives, avoid duplication of effort, maximize utilization of funds and personnel, and ensure the successful coordination across regulatory groups.
Assists in maintaining cooperative relationships and communications with other Federal agencies, state regulatory agencies, and other Divisions within the FDIC.
Supervises a staff of IT Review Examiners and IT Examination Specialists, which includes, but is not limited to, preparation of performance appraisals, recommendations for performance awards, approval or denial of training and leave requests, delegation of duties and assignments, and scheduling. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.
Technical Experience: Experience conducting IT examinations in banks and service providers and preparing Reports of Examination that include recommended measures for improvement and/or remediation actions.
Selective Placement Factor: Candidates must be a Commissioned Risk Examiner in the FDIC or another organization with comparable commissioning criteria used by the FDIC’s Division of Risk Management Supervision.
