This vacancy may be used to fill additional positions as vacancies become available.

Duties

This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary for Insular and International Affairs, Office of Insular Affairs, Freely Associated States and Compact Coordination Division, Honolulu, HI. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: 1) Prepares material for the review and presentation of the budget and management agenda and the formulation of strategic goals and measures. 2) Reviews strategic plans, annual implementation plans, and budgets for Compact grants for compliance with requirements under the Compacts and related agreements and applicable laws and policies. 3) Identifies and resolves grant-related issues and renders advice and assistance in the administration of operating guidelines, coordination of the division's efforts with other internal activities, and communication of sector grant policies and priorities. 4) Interfaces with top Federal and Freely Associated States (FAS) Government officials discussing critical agreements and financial assistance issues relative to FAS and Compact projects or programs. 5) Performs the full range of administrative supervisory duties for a division to include planning and assigning work; establishment of performance standards, monitoring accomplishments, and recommending awards; approving travel, leave, and work schedules; mentoring, coaching, and team building. Incumbent must obtain within 24 months of entrance on duty and maintain a DOI Financial Assistance Certificate. The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) overseeing all phases of the grant management lifecycle from review of application to grant closeout; 2) evaluating financial data to develop programmatic reports to ensure accomplishment of program objectives; and 3) supervising or leading a diverse team of professionals to meet project milestones and objectives. Must meet all.
