Duties
This position is located within the Department of the Interior, Office of the Secretary (OS), Assistant Secretary-Policy, Management, and Budget, Office of Native Hawaiian Relations (ONHR), in Honolulu, HI.
At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
Administers all aspects of grant management for one or more Native Hawaiian organizations. Reviews applications for disseminating grants. Performs grant analyses. Identifies issues and problems that require attention. Takes specific action to resolve problems and makes and defends recommendations.
Develops performance measures and special conditions for grant awards. Prepares grant award documents, ensuring completeness.
Reviews and approves implementation plans and budgets. Develops, reviews, and informs Native Hawaiian Community leaders and Native Hawaiian organization officials of decisions relative to grant execution in assigned area.
Monitors grant progress, receives and analyzes financial and programmatic reports. Prepares ONHR and Departmental reports on grant activities in assigned areas.
Provides leadership and grant management direction and participates in the development, implementation, and oversight of grant policies, regulations, and procedures followed by ONHR and the Department.
Oversee Office's FBMS activities. Assist with: routine and recurring budget administration duties which facilitate more complex and detailed review and analysis functions; comparing figures in current estimates of funding needs by line item or object class with prior years expenditures; and preparation of preliminary budget estimates and reviewing justifications for program support activities.
Maintains contact with Native Hawaiian Community Leaders and Native Hawaiian organization program/grant managers, resolving issues and problems and answering questions. Communications may require the use of the Native Hawaiian language ('olelo Hawai'i) by the specialist.
Develops and recommends strategies for the approaches to improvement in the value and effectiveness of grant management systems, field administration, grant operations, mid-range and strategic planning, and grant program evaluation. Determines the most efficient and cost-effective methods of grant management and delivery services as well as an assessment of performance and results within budgetary constraints.
This position requires the incumbent to, at a minimum, have a limited working proficiency of the Hawaiian language ('olelo Hawai'i). Limited working proficiency means: (a) speaking - able to satisfy routine social demands and limited work requirements; (b) reading - able to read simple prose, in a form equivalent to typescript or printing, on subjects within a familiar context. If selected for an interview, the applicant may be required to demonstrate their ability to communicate by speaking, reading and/or writing the native language.
OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-12: $86,151 - $111,996 per annum.
GS-13: $102,444 - $133,176 per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
NOTE: This is a TERM appointment. Appointments to this position, however, will not convey permanent status in the Federal service and will be for a period not to exceed four (4) years.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) monitoring grants management operations to ensure compliance with applicable laws, regulations, or policies; and
2) utilizing a financial or business management system (or equivalent), to make or implement grant/cooperative agreement awards.
MUST MEET ALL

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) monitoring grants management operations to ensure compliance with applicable laws, regulations, or policies; and
2) negotiating complex terms and conditions on grant applications; and
3) utilizing a financial or business management system (or equivalent), to make or implement grant/cooperative agreement awards.

Selective Placement Factor(s):
At a minimum, have a limited working proficiency of the Hawaiian language ('olelo Hawai'i). Limited working proficiency means: (a) speaking - able to satisfy routine social demands and limited work requirements; (b) reading - able to read simple prose, in a form equivalent to typescript or printing, on subjects within a familiar context.
Language proficiency necessary to allow for effective communication between grant applicants and the grants management specialist.
