Duties
The incumbent of this position serves as an advisor to the Administrator, Federal Emergency Management Agency (FEMA) and the Associate Administrator, Office of National Continuity Programs (ONCP) on the development and implementation of concepts, policy guidance, and operation systems for civil government emergency preparedness, and directs the activities of the Office of National Continuity Programs. The office serves as the focal point for Agency and Department of Homeland Security activities related to Continuity Operations and contingency programs. ONCP is responsible for coordinating the implementation, execution and assessment of continuity operations and activities within the Executive Branch; developing comprehensive testing, training, and exercise programs; developing and coordinating policy and implementation plans; establishing readiness reporting systems for national security programs; and overseeing the Integrated Public Alert and Warning System. ONCP supports the Administrator, FEMA and coordinates related activities within the Agency, with appropriate Executive Branch organizations, and throughout the Federal Government through uniform and consistent national security policy. As the Deputy Associate Administrator, the incumbent is responsible for policy development and coordination, strategic planning, budget development and execution, representing FEMA on interagency panels and working groups, overseeing the development of operating procedures, and coordination of FEMA support plans and policies.

Qualifications
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

TECHNICAL QUALIFICATIONS – MANDATORY
1. Expert knowledge and experience in strategy and doctrine, policy directives and authorities pertaining to emergency management and national security, including Continuity Operations and contingency programs, and of current and past national security emergency planning and functions.
2. Extensive experience with Special Access Programs (SAP) management and operation.
3. Ability to develop strategic approaches to national security and agency-related issues in the absence of directives and guidance.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs); but a narrative statement for each of the Technical Qualifications (TQs) is recommended.

ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
