You will serve as an Interdisciplinary (General Engineer, Operations Research Analyst, Statistician, or Computer Scientist) in the Technical Support Department of Commander, Operational Test and Evaluation Force (COMOPTEVFOR).

Duties

You will provide technical support and expert consultation services on the various phases of operational testing, in support of programs, in the areas of Mission Based Test Design and Integrated Test and Evaluation. You will provide scientific guidance and warfare-specific expertise on the overall approach to Operational Test and Evaluation using new and innovative Test and Evaluation methodologies. You will evaluate and make recommendations on process improvements related to operational test processes and procedures.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final Top Secret SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate professional experience in engineering, math, or computer science performing most or all the following duties: 1. Designing operational test methodologies in support of warfare programs. 2. Evaluating the cost, performance, effectiveness, suitability, and assessing risk of systems under test. 3. Determining resource and training requirements related to operational testing, and executing time lines of the mission-based test design planning process. 4. Developing technical documents, such as operational test planning documents, risk assessments and level of test reports in support of warfare programs. 5. Utilizing Microsoft Office products to develop operational test and evaluation documents. 6. Evaluating operational test processes and procedures, analyzing problems, and determining and making recommendations on process improvements. 7. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0801 Series:

1515 Series:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

1530 Series:
1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements will be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

2. Combination of education and experience -- courses as shown in #1 above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

1550 Series:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions
