About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as a Staff Information Technology Management Specialist with responsibility for NETCOM signal support project planning, and staff oversight of project execution.
Serve as technical expert and recognized authority on assigned projects to include requirements, operational concepts, system architecture, programmed and budgeted resources, Risk Management Framework (RMF), and current implementation status.
Serve in the capacity of NETCOM G3’s primary project officer and Subject Matter Expert (SME) on specific projects or systems development efforts on major, Army Network Enterprise-wide projects.
Provide oversight of project implementation and prepare and defend plans, technical reports, requirements packages, budget documents, implementation guidance, and acquisition documentation.
Lead the efforts among functional staff elements to ensure effective evolution of the specific project or system.
Develop technical solutions and project implementation plans and schedules that consider and amplify systems architecture, interoperability, interfaces, protocols, networking, expansion potential, and overall end-to-end compatibility.
Prepare and present briefings up to the Top-Secret level of project plans during development, and implementation, and upon finalization to obtain appropriate approval from NETCOM Command Group, HQDA CIO and G6, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).
- In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, weekends, and holidays.
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, in accordance with DoDD 8570.1.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by utilizing existing and emerging Information Technology (IT) systems hardware, software, networking, cyber security, and interoperability capabilities/limitations and their effects on implementation of systems with complex parameters and sensitivities, including planning, validating, analyzing, and resolving technical and resource issues; interpreting IT project management policies and concepts to provide authoritative advice on IT Systems implementation requirements as they relate to systems engineering, host site and system preparation, project planning and scheduling, system assessment and authorization, life cycle management (LCM), financial planning for sustainment, and capabilities of hardware and software to meet requirements; developing, acquiring, and implementing IT systems, developing milestones, operational IT networks, and costs/economic analysis; and scheduling, prioritizing, maintaining control funding and manpower resources, coordinating activities between concerned parties, assisting in resolving differences, and planning policy making activities.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
