The primary purpose of this position, EDUCATIONAL TECHNICIAN (CHILD DEVELOPMENT) GS-1702-05, is to provide appropriate, specialized development care and instruction for children in the Child Development Center (CDC). In addition, performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years.

Duties

Design, implement, and review activity plans. Observe and evaluate each child's health and development and reports on and maintains records of observations. Prepare and implement specialized programs for children with special needs, i.e., children with disciplinary problems, learning disabilities, or gifted children. Provide technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects. Ensure accountability of children in their charge.

  • PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL AND CURRENT ON ALL IMMUNIZATIONS
  • This position has been identified as having "regular contact with children". AW Public Law IO 1-64 7 Section 231, and Public Law I 02-190, Section I 094. A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed.
  • Work requires walking, standing, bending, reaching, lifting/carrying children (weighing up to 40 lbs.) and moderate physical exertion, may be required to rearrange furniture.
  • The work area is adequately lighted, heated, and ventilated; it involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting/training rooms, libraries, classrooms, and playgrounds.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. An example of creditable specialized experience includes: knowledge of an extensive body of child development program rules and procedures requiring extended training and experience to plan and perform a wide variety of interrelated child care assignments and resolve a wide range of problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 OR EDUCATION: Applicants must have, or within 120 days of the closing date of this announcement will have successfully completed a 4-year course of study leading to a bachelor's degree. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed education above the high school level and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Child Development regulations, procedures, and processes. Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development. Knowledge of Child Development Center regulations, programs, and operations. Ability to develop creative and innovative activity and special program plans. Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
