This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties
Conduct weekly meetings with the Director and Deputy Director of CHIPS Workforce Strategy to establish quantifiable workforce development targets for the CHIPS program.
Participate in national policy panels that have interest in the CHIPS Act to advocate for the involvement of various training and educational entities in semiconductor training programs.
Conduct one-on-one interviews with newly hired technical staff and others who have work at CHIPS Awardees companies at specific semiconductor plants about the country, aiming to document and disseminate best practices in workforce development.
Collaborate with academics from major research institutions to articulate plans for the transfer semiconductor research into commercial applications,
Work with CHIPS Awardees around the country to disseminate best workforce development practices.
Present data-driven strategies, like ROI analyses, to CEOs of semiconductor companies to optimize the impact of CHIPS funding.
Coordinate messaging and outreach efforts with the CHIPS External and Government Affairs team to ensure a unified approach to public and governmental interactions, including quarterly reports to Congress.

Qualifications
Applicants must possess one year of specialized experience equivalent to at least the GS-14 (ZA-IV at NIST) level.
Specialized Experience is defined as:
Developing and implementing workforce strategies and initiatives at an organizational level, including analyzing workforce data and trends to inform strategic decisions
Collaborating in policy discussions and providing recommendations on workforce development issues, including participation in inter-agency or inter-departmental working groups
Managing workforce development projects or programs, including coordinating with internal and external stakeholders and overseeing project deliverables and timelines
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
