This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties
Forge workforce partnerships with semiconductor firms so they can find the workers they need in in their respective regions.
Participate in weekly strategy sessions with the Director of Workforce Strategy to assess both ongoing and potential new workforce partnerships with semiconductor companies.
Make critical decisions on additional funding allocations based on partner companies' fulfillment of performance metrics.
Consult with senior officials from the Office of the Secretary of Commerce to assess the progress of key workforce partnership efforts.
Maintain regular communication with senior HR Managers at partner companies, addressing challenges and aligning workforce needs with available training programs.
Represent CHIPS at monthly White House policy meetings and attend briefings with CHIPS leadership and the Secretary of Commerce to discuss updates on specialized projects.
Conduct site visits to assess training efforts funded by CHIPS and prepare workforce intermediaries to comply with federal audits and other oversight responsibilities.
Collaborate with business, community, and policy leaders including DC-based representatives of educational institutions and national workforce development organizations to support the objectives of the CHIPS Act.

Qualifications
Applicants must possess one year of specialized experience equivalent to at least the GS-14 (ZA-IV at NIST) level.
Specialized experience is defined as:
Partnership development and stakeholder engagement with the business community and policy leaders.
Leading and advancing education and workforce development programs, with a focus on strategic initiatives and outcomes.
Navigating state government legislative and political processes.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
