The Logistics Management Specialist is located within the Supply Chain Management Service at the James A. Haley Veterans Medical Center, Veterans Health Administration, Department of Veterans Affairs, Tampa, FL. As a Supply Chain Management (SCM) Team Member, collaborates with senior management leadership and develops supply chain management strategies in support of a VA Health Care System (VA HCS) and supported catchment area.
Duties

Duties include but are not limited to:
Integration:
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement.
Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements.
Provides disposition instructions for excess and dormant material at the health care system.
Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
Troubleshoots and resolves issues where supply chain deficiencies affect the mission.
Ensures collaboration with appropriate managers to provide detailed data analysis.
Determines underlying causes of deficiencies to identify supply chain problem areas.
Isolates sources of problems, and takes corrective measures by reviewing, interpreting, applying customers' processes and makes recommendations to supervisor.
Analytics:
Supports long range supply chain requirements and interactions, optimizing supply chain support.
Advises supply chain personnel and program managers of new and pending changes in supply chain management policies and procedures, alerting them to the projected impact on logistics operation, planning and support and areas of emphasis required to ensure continuity of operations.
Serves as the technical advisor and consultant to top management and respective program managers on both logistical and general management matters.
Provides authoritative advice in planning their programs related to supply support matters.
Analyzes the implications of laws, rules, regulations, and policies as well as technical and administrative trends at the local levels.
Works with customers to develop demand forecasting procedures for maintenance activities.
Serves as a team member on special projects which require a team of logistics specialists for fulfillment of the assigned function.
Reviews work in progress and prepares reports/briefings as required upon completion of the project.
Training and Customer Service:
Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers.
Participates in the development of education and training documentation.
Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness, and sustainability.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
Specialized Experience GS-11: having one (1) year of specialized experience equipped with the knowledge, skills and abilities to successfully perform the duties of the position. To be creditable this specialized experience must have been equivalent to at least the GS 9 grade level in the Federal service. Specialized experience includes: having knowledge of the entire supply chain process to include integrated relationship with Product Lifecycle Management, Supply, Sales and Distribution, Inventory Management, Warehouse Management, Manufacturing, Remanufacturing, Maintenance, Financial Management, and the Electronic Data Warehouse; Logistics program goals, sequence and timing of key events and methods of evaluating accomplishments to successfully support assigned initiatives; having skills and ability to plan, organize, and work with others to negotiate effectively with management to accept and implement recommendations requiring significant changes in business operations and ensure integration with ongoing initiatives; interprets and analyzes metrics/statistical data and ability to reduce such data to clear, precise written summaries, reports, recommendations, etc.; assesses training needs of varied groups and to develop, present and evaluate the effectiveness of training plans, materials, classes, etc.; and skills in using automated supply databases for supply management determinations. Substitution of Education for Experience GS-11: have a successful completion of three (3) years of graduate education leading to a Ph.D. degree, or equivalent doctoral degree or LL.M, in a directly related field. This education must have been obtained in an accredited college or university. To qualify based solely on education alone, you must include a copy of your transcript with your name, name of school, degree earned and date, grades earned, credit hours, major(s), and grade point average or class ranking with your resume or application form. Combination of Education and Experience GS-11: having the equivalent combinations of successfully completed graduate education and Specialized Experience directly related to the work of the position. (Transcripts Required)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
