About the Position: This Property Book Officer is located at US Army Operational Test Command, G4, with duty location of Fort Cavazos TX. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Duties

Responsible for level 3 approvals in the General Fund Enterprise Business System (GFEBS). Assure implementation of local supply plans, policies and standing operating procedures for stock control, inventory control, and accounting procedures received from higher levels of command. Ensure that all requisitions for the purchase of equipment, personal property, and supplies are properly reviewed for authorization and processed according to Army Regulations. Develop supply policy/procedures guidance to apply to a variety of work situations involving various degrees or levels of supply controls, considering and recommending alternatives. Coordinate property accountability support requirements with internal/external support elements such as Supply Support Activity, Mission Installation Contracting Command (MICC), Central Issue Facility, and Property Administrator. Provide technical support to the Contracting Officer’s Representative regarding Contractor Furnished Property (GFP). Serves as the Property Book Officer for the US Army Operational Test Command (USAOTC) managing property accountability using Global Combat Support System-Army (GCSS-A). Manage multiple Property Book Officers location. This is an obligated position.

Requirements

  • Must be able to obtain and maintain a Secret security clearance through the duration of your employment.
  • This position requires the employee to occasionally travel away from the normal duty station up to 20% of the time.

Specialized Experience: One year of specialized experience which includes (1) experience reviewing authorizations related to the purchase of equipment, personal property, and/or supplies; (2) experience utilizing automated supplies systems to manage supply related reports and maintain property records; (3) experience conducting individual Command Supply Discipline Program (CSDP) reviews with all primary Hand Receipt Holders (HRH's); and (4) experience reviewing Financial Liability Investigations of Property Loss (FLIPL) as it pertain to discrepancies in supply accountability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Data Collection and UsageInventory ControlSourcingSupply Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
