The Deputy Chief Human Capital Officer for Operations oversees the operational components of the organization and evaluates policies, programs, and processes to ensure effectiveness and efficiency in meeting the operational goals and objectives. The incumbent assists the Chief Human Capital Officer (CHCO)/Human Resources (HR) Director in planning, organizing, and directing a full range of agencywide human capital management programs.
Duties
As a Deputy Chief Human Capital Officer for Operations, you will be part of OPM Human Resources. If selected, you will be responsible for:
Assisting the HR Director/CHCO in delivering the full range of human resources programs and services to support OPM's line executives and managers.
Providing advice and assistance to the HR Director/CHCO, OPM managers, and OPM employees on full range of human resources strategies, tools, and programs, including full use of new flexibilities as provided by law and regulation.
Providing executive leadership and oversees operation and administrative management matters.
Assisting HR Director/CHCO in developing strategic and tactical plans to meet OPM's annual goals and objectives, strategic workforce planning, and the requirements of OMB.
Exercising broad executive management authority which affects the direction of OPM's internal human resources management services and programs.
Constantly assesses the quality and effectiveness of customer service to OPM's line managers and adjusts resources as necessary to ensure that top quality customer service is provided on a timely basis. Fosters a positive customer orientation within the office.
Overseeing the management of operational HR services for OPM; ensures effective succession planning for OPM HR is in place.
Providing executive level direction to the OPM Human Resources staff in planning long-range activities; conducts extensive evaluation of program goals and objectives and directs adjustments to assure each complies with the rapidly changing and expanding agency
mission.
Qualifications
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification (TQ), listed below.

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
TECHNICAL QUALIFICATION (TQ):
Demonstrated senior-level operational experience in developing and administering a Federal Talent Acquisition program and services to enable mission delivery for a large, complex organization.
