THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the Human Resource Office, District of Columbia National Guard under Position Description Number T5028000. -- This is NOT a REMOTE position; the incumbent will report to a Duty Station --

Duties

This position is located in the Human Resources Office (HRO) servicing Army and Air National Guard technicians. The primary purpose of this position is to serve as the statewide functional expert and point of contact with management, supervisors and employees in the administration of the employee benefits program. Duties Manages and administers a variety of personnel programs, advises management and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA). s. Advises management on potential program problems such as organizational patterns of leave usage or potential FECA abuse. Manages the leave donor program and approves requests for advance leave. Provides Social Security advice, interpretation of Office of Personnel Management (OPM) and National Guard Bureau (NGB) regulations on political activity and standards of conduct. Analyzes, interprets and clarifies policies, directives and other issuance by OPM, NGB, and DoD for statewide application. Develops instructions pertaining to technician personnel administration matters and makes recommendations to the HRO, staff directors and major unit commanders to ensure compliance with requirements. Responsible for administering the benefits program and provides advice to managers, supervisors, and individuals who plan to enter on military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act. Responsible for the administration of the Civil Service Retirement Program (CSRS) and the Federal Employees Retirement System (FERS). Responsible for the administration of the Worker's Compensation Program for the state and ensures that the program objectives and goals are met. Provides administrative and technical supervision to subordinates performing this function. Responsible for the accurate and timely processing of personnel actions, Notification of Personnel Action (SF-50) for separations, within-grade increases, awards, etc., to include completion of supporting forms, records and documents Ensures personnel actions are processed and copies are distributed to the appropriate supervisors and employees. Performs other duties as assigned. Note: This is not a comprehensive list of duties and responsibilities for this PD Number T5028000 as released in FASCLASS.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a supervisory probationary period.
  • Participation in direct deposit is mandatory.
  • Irregular and overtime hours may be required to support operational requirements or contingencies.

Qualifications

Area of Consideration Group 1- Current onboard Title 5 and Title 32 members of of the DCNG. GENERAL EXPERIENCE: Experiences gained through civilian and/ or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Experiences that prepared the applicant to perform the duties of the position. The applicant's accredited educational-degree study program; or other military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the following specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable position grade and career level. An applicant's RESUME must provide, in detail, how they meet the specialized experience listed. 3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience. 4. Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

The applicant's accredited educational degree study program; or other military or civilian academic courses may substitute for some specialized experience.
