The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the organization supported organizational component/facility. This position is located at the Charles George VA Medical Center - Fiscal Management Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: 1 year of Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Budget Analyst, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least GS-9 grade level. Examples of Specialized experience are: Analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones; and analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions. Comprehensive knowledge and understanding of government budgetary and accounting principles, theory, and cost allocation as they relate to the facility to ensure financial estimates and projections conform to established guidelines. Comprehensive knowledge of disbursing authority procedures as they relate to primary fund allocation and intra-station transfer of fund to enable the position to effectively transfer and allocate funds.

Education: Successfully completed a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)

Combining Education and Experience: Equivalent combinations of successfully completed graduate education and specialized experience may be used to meet total experience requirements. (TRANSCRIPTS REQUIRED)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly of sedentary nature. Some walking, stooping and bending is required. A stress related environment often caused by the many reports, budget deadlines, monthly, and quarterly requirements.
