This position is located with Research and Development, Southern Research Station in Asheville, NC.
The incumbent has primary responsibility for programming, budgeting, controlling, and administering the use of appropriated, trust, deposit and revolving funds in accordance with regulations and directives.

Duties
Provides budgetary and technical leadership for the development of cost estimates associated with annual and long-range budget requests.
Analyzes program and budget guidance and instructions from national headquarters to determine impact on the organization.
Provides guidance and direction, consolidates and validates input for the presentation of the annual budget and performance request.
Receives and distributes funds issued to the line officer, to include allotment and subsequent changes to appropriated funds, annual spending authority of trust funds, and deposit accounts.
Serves as an expert, analyzing and resolving complex issues related to the financial program aspects of a significant organizational segment.
Supervises less than 20% of the time.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
For the GS13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as two or more of the following:
Interpreted budgetary policies and practices; and/or
Formulated budget and cost estimates to support plans and programs; and/or
Provided technical guidance to management on the preparation of financial reports, processing flow, systems interfaces and recommends improvement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
