The Deputy Chief of Staff (DCOS) is responsible for the clinical operations. The DCOS supports the graduate medical education programs and applied research and biomedical and clinical research programs in collaboration with the Associate Chief of Staff for Research. The Deputy Chief of Staff has direct patient care responsibilities within his/her area of clinical expertise. The DCOS is responsible for performance management and quality improvement for the clinical and administrative services.

Recruitment Incentive (Sign-on Bonus): Authorized; to those that qualify MAJOR DUTIES: Demonstrates ability to represent the Chief of Staff in all aspects of administrative leadership, including, but not limited to: Serve as a member of key health care system managerial bodies including serving as a member of the organized medical staff, attending its meetings, and helping to ensure adherence to its bylaws and rules and regulations, working with other health care professional to establish policies so that all health care professionals practice within the scope of their licenses, and participating in in-service training programs. The incumbent will serve as COS Office liaison to the quality management program through active participation as a member of performance measure meetings. Demonstrates the ability to supervise a staff of employees to accomplish the work of the organization. This involves work assignments and review; as well as the administrative and personnel management functions relative to the staff supervised e.g., leave administration, labor management requirements, adverse, disciplinary actions, proficiencies, etc. Demonstrates the ability to coordinate and integrate programs into a comprehensive package of services to meet the needs of veterans by participating in establishing policies, procedures, and guidelines to ensure adequate, comprehensive services. Responsible for actively participating as a member of the Health Care Delivery Council and is responsible for the performance measures assigned to the DCOS. Demonstrates ability to provide assistance on top management administrative matters affecting patient care, education, research, and organizational policy. Demonstrates ability to contribute to the strategic mission, vision, values, and goals of the VAPSHCS. Will participate in local, VISN and national level committees as assigned by Chief of Staff SPECIFIC RESPONSIBILITES: The Deputy Chief of Staff works as a member of the Senior Management Team, which is responsible for overall leadership, policy, planning, budget, operations, and performance of the organization. The Deputy Chief of Staff works with the multiple clinical and administrative service line leaders throughout the organization to ensure the implementation of policy, ethical decision-making, planning, systems redesign, timely budget formulations, clinical care line performance improvement, quality outcomes, patient satisfaction, cost-effective/efficient service delivery, and management of professional staff matters. The Deputy Chief of Staff provides leadership to the Health Care Delivery Council (executive committee of the medical staff) and the clinical service lines, keeping the health care system director informed of issues, progress, and overall operations of all relevant clinical administrative programs. The Deputy Chief of Staff has direct supervisory responsibility for clinical and administrative managers of the clinical service lines and programs. The Deputy Chief of Staff leads or is an active member of various task groups and committees that address clinical issues at the local, VISN, and national VHA level. The DCOS directs clinical medical and surgical programs, delegating authority and responsibility to meet the medical center goals. The Deputy Chief of Staff will be responsible for hospital patient flow, surgical programs including operating rooms, emergency room, managing clinic access, grid management and consult management The DCOS reports to the COS and serves as a key clinical resource for the Medical Center Director and other members of the administration. The DCOS divides time at each of the two major campuses and travels regularly to outlying clinics. Pay: Competitive salary, annual performance bonus, regular salary increases Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1,000 per year reimbursement (must be full-time with board certification) Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting Work Schedule: Monday - Friday; 8am - 4:30pm

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Board Certified Physician in any specialty More than 10 years of experience as a Board-Certified Physician with privileges at a large, acute care hospital Administrative experience for 3 to 5 years at a Section Chief or higher level preferably in procedural areas or medical sub-specialty services in a tertiary, 1a facility The physician will have significant experience with hospital patient flow, surgical programs to include the OR, emergency room, managing clinic access, grid management and consult management Experience in using Performance Improvement strategies is a required skill An awareness of and a commitment to inter-professional and interdisciplinary team approaches Experience in change management Environmental Factors: working with hands in water; working closely with others Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. Physical Requirements: Moderate lifting 915-44lbs); moderate carrying (15-44lbs); straight pulling (6hrs); pushing (4hrs); reaching above shoulder; use of fingers; both hands required; walking (2hrs); standing (8hrs); repeated bending (6hrs); near vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; hearing (aid may be permitted)

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
