The incumbent serves as a Supervisory Health Systems Specialist (organizational title is Credentialing and Privileging Manager) and is assigned to the Medical Staff Office, which is under the Chief of Staff (COS) at a VAMC.
Duties
DUTIES INCLUDE BUT NOT LIMITED TO:
Provides direct technical and administrative supervision to employees in the Credentialing Office
Develops, modifies, and/or interprets performance standards; outlines and explains performance expectations to staff.
Provides consulting and guidance to local leadership and credentialing employees on all matters pertaining to the credentialing program.
Performs as the subject matter expert for credentialing updates to Human Resources, providers and hiring services.
Interprets and explains new regulatory requirements, procedures and processes
Reviews clinical privileges and scope of practices for accuracy, setting specific indicator and signature appropriations as required for compliance.
Leads external and internal regulatory and accrediting investigation issues surrounding credentialing, privileging, and/or reporting.
Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the credentialing program.
Develops and utilizes analytical and diagnostic tools to identify, evaluate, and recommend to management techniques for developing new or modified work methods
Uses cost-effectiveness, cost-benefit, and cost-utility analyses in programmatic prioritization and decision making
Work Schedule: Monday Through Friday 08:00am - 04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
or
General Experience
(for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
Specialized Experience
(for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the facility's medical staff functions and C&P Program operations.
Extensive knowledge of medical specialties, medical terminology, and design and implementation of best practices for criteria based privileging systems for granting of clinical privileges and/or reduction and/or revocation of clinical privileges.
Expert knowledge of the characteristics of credentialing/privileging and groups, adverse events, hearing and appeals committee actions and legal requirements. Ability to reconcile contradictory requirements in preparing staff recommendations and in coordinating clinical and administrative services. Knowledge of minimizing legal risks associated with adverse actions.
Broad knowledge of government-wide, agency and facility systems and requirements in the area of credentialing/privileging to recognize problems/issues and to make substantial recommendations to the appropriate offices.
Skill in written communication to organize ideas and present findings in a logical manner for responses, reports, papers, presentations and meetings with a diverse group of employees and leadership.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which requires normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated. The work may require travel.
