This position is in the Bureau of Diplomatic Security, High Threat Programs Directorate, Office of Special Programs (DS/HTP/SP). Special Programs (SP) provides tailored expertise in crisis management and response to U.S. Embassies and Regional Security Offices globally. You will serve as the DS liaison to the Department and interagency coordinator for emergency planning in support of crises and contingencies and as a DS liaison for select Posts and interagency exercises.
Duties
Coordinates the combined efforts of the Department of State (DoS), Department of Defense (DoD), and other interagency partners to formulate joint exercises. Drafts and develops exercise scenarios in coordination with the Department and DoD.
Provides in-depth briefings and extensive training (including coordinating and role-playing) to military units responsible for military assisted evacuations and U.S. Mission security augmentation; and serves as an emergency planning representative.
Serves as a planning and crisis management specialist within the Emergency Planning Section; responsible for all six geographical regions of the world. Develops Post-specific knowledge of conditions through research and familiarization visits.
Monitors and analyzes regional security trends/ natural disaster events to identify crisis management programs that help embassies effectively plan and respond to emergency situations. Identifies/resolves delinquencies, problems, and deficiencies.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience overseeing crisis management operations sufficient to assess compliance, effectiveness and efficiency of programs.
Experience analyzing and evaluating information affecting frequently changing global security conditions.
Experience developing written security policies and training procedures that cover a variety of security contingencies.
There is no substitute of education for specialized experience for the GS-14 position.
