The primary purpose of this position is to investigate and analyze problems and/ or conditions in the workplace which may adversely affect the health of workers, the public, or the environment. Make recommendations to control and/or eliminate environmental and health hazards. Implement base programs providing support to work centers via surveys, evaluations, and training.

Duties

Plans, organizes and manages the installation Public Health Surveillance Program and provides support to the Industrial Hygiene program. Performs inspection of food establishments, distributors, and storage facilities and ensures food safety and food handling and preparation. Provides Occupational Health Program training for Traditional Reservist, Air Reserve Technicians and active duty personnel. Performs Emergency Management and Response functions.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee is required to wear respiratory protection, and meet the NFPA physical exam requirements to wear SCBA and level A Hazard Materials Response suit (50-60 lbs.).
  • Required to operate a motor vehicle (large truck) for surveys and emergency response. An appropriate valid Government driver’s license is required.
  • May work other than normal duty hours and tours of duty such as rotating shifts, overtime, evenings, weekends, call back, uncommon tours of duty and holidays to support reserve requirements and/or during exercises or contingency situations.
  • Must obtain Hazardous Material Operations certification.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position requires incumbent to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • Attends and maintains competency and certification regarding the evaluation, management and monitoring of public health programs,
  • Food safety, potable water system monitoring, and industrial respiratory protection and quantitative fit-testing (QNFT) gas mask programs to ensure compliance with local, state, federal and Air Force standards.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing.
  • Must be able to obtain and maintain a SECRET clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Environmental Health Technician Series 0698. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience that involved identifying, preventing, or eliminating health hazards in one or more areas of environmental sanitation. Such experience must have provided a practical knowledge of environmental health hazards, survey techniques, and control and eradication methods, and may have been gained in work such as biological technician, medical technician, pest control technician, quality control positions with dairy or food service industries, or environmental health worker. Specialized experience includes performing no notice, spot and special inspections of industrial facilities and shops, when new equipment is installed and when potential hazardous conditions exist. Performing surveillance inspections of stored subsistence and food service facilities, provide technical leadership and guidance to Food Service Managers on food storage and food service facility sanitation. Evaluating water supplies, waste disposal, insect and rodent control, and other environmental factors that determine acceptability of establishments supplying food for consumption. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. Education must be obtained in an accredited college or university. Degree must be directly related to the work of the position, such as Masters of Science/ Public Health/Environmental Health and must demonstrate the knowledge, skills, and abilities necessary to do the work. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of environmental health concepts, principles, methods and techniques, including survey and inspection techniques and control and eradication methods. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Practical knowledge of industrial hygiene and occupational health concepts, principles, methods and practices. Knowledge of laws and regulations regulating governmental environmental health practices. Knowledge of Hazardous Material Response as it relates to Public Health and Bioenvironmental Engineering. Skill in applying standard training techniques, methods, and materials sufficient to develop and present training and instructional sessions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
