DFC ranked a Best Places to Work in 2022. This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), Development Impact Division. The Impact Monitoring Data Specialist will develop and strengthen DFC's impact monitoring strategy, support data cleaning and analysis of development impact data, and design key visualizations and syntheses that help communicate DFC's development impact results and inform new investment activities.

Duties

Ensures that rigorous impact performance assessments enable DFC to foster data driven decision-making, integrate learnings into ongoing processes along the investment cycle, and effectively communicate DFC's impact performance and implications thereof to internal and external stakeholders. Manages data cleaning processes and procedures to enhance fidelity of data and supports activities meant to improve accessibility and user-friendliness of DFC data. Leads development and implementation of impact monitoring policies and procedures in alignment with Build Act and other legislative requirements. Works with impact due diligence teams to support ex ante impact assessment and monitoring of active projects and channel learnings into the clearance process. Oversees site monitoring strategy and conducts site visits for validation, in coordination with the other ODP divisions. Represents DFC and builds DFC's brand within the impact management sector.   • This position will require foreign travel to developing countries

Qualifications

Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1) monitor international projects/investments, to include site visits and desk-based monitoring; 2) apply quantitative and/or qualitative methods to assess project and/or portfolio development impact performance; and 3) communicate key insights to decision-makers in a digestible and practical manner. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
