Duties
As a Supervisory Contract Specialist, you will be responsible for the following duties:
Plan, direct and execute the activities and programs for the management of the Contracting Branch.
Review performance to determine whether objectives and/or goals are being met.
Oversee the implementation of all Post Award actions for highly complex and highly technical requirements.
Coordinate with agency attorney’s to ensure FAR and DFAR requirements are met on all Post Award actions.
Ensure legal, technical and administrative adequacy of contracting actions, as well as compliance with applicable regulations, policies and directives.
Manage subordinate training to ensure Defense Acquisition training requirements including Continuous Learning modules are met to hold warrants or Government Credit Cards.
Serve as a warranted contracting officer for post-award actions, up to the dollar limit specified in thewarrant.

Qualifications
To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyzing acquisition requirements, ensuring all contract requirements are being met.
Developing complex procurement plans.
Reviewing orders and/or contracts for compliance with all applicable laws, rules and regulations.
Making decisions that involve questionable financial responsibility, production scheduling, deficient performance, economic instability, and complicated segments of complex programs.
Interpreting technical, legal, and audit decisions, and analyzing their impact on the procurement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
